MASSACHUSETTS RECYCLED CONTENT LABELING BILL H 1715 would require all packaging sold in the state to display "in a conspicuous place and in a conspicuous size" a label declaring the total percentage of recycled content and the percentage by weight of post-consumer recycled content in the packaging. The labeling requirement would go into effect Jan. 1. Packaging is defined in the bill as any container used to "protect, store, handle, transport, display or market products, including unit packages, intermediate packages and shipping containers."
