NINE ANIMAL TESTING BILLS UNDER CONSIDERATION IN FOUR STATES -- New York, Illinois, Massachusetts and Vermont -- in 1994. Six of the bills are in New York, with one in each of the remaining states. Almost all of the bills are carry-overs that moved little or were inactive in 1993.
