Executive Summary
TEXAS DRAFT AMENDMENT TO VOCS IN CONSUMER PRODUCTS FINAL RULE would require volatile organic reduced to 55% in hairsprays manufactured after Jan. 1, 1998. The draft amendment does not propose to change the 80% cap on VOCs in hairsprays manufactured after Jan. 1, 1995 included in the state's final rule on VOCs in consumer products approved May 4 ("The Rose Sheet" May 30, In Brief). Hairsprays are the only personal care products addressed in the amendment. The final rule sets VOC limits for hair mousses, hair styling gels, nail polish removers, shaving creams, antiperspirants and deodorants in addition to hairsprays.
