RISK ASSESSMENTS PEER REVIEW WOULD BE REQUIRED UNDER HR 9, Title III of the "Job Creation and Wage Enhancement Act," a part of a broad effort by House Republicans to decentralize and reduce the power of the federal government and increase the accountability of federal officials. Part of the House Republican "Contract With America," the measure was introduced Jan. 4 by Rep. Bill Archer (R-TX). Under Title III, which addresses risk assessment and cost benefit analyses for new regulations, each agency would be required to create peer review panels to consider "any significant risk and cost assessment" prepared in connection with any "major rule."
