ILLINOIS ANIMAL TESTING BILL GOING BEFORE AGRICULTURE CMTE. Feb. 14. The bill, HB 237, would prohibit the use of the Draize eye and skin irritancy tests and other similar tests for cosmetic and household products. If passed into law, the effective date of the ban would be June 1, 1996.
