FDA budget: The agency's overall FY 1996 budget will grow 5% to $103 bil., with the largest increase of 8.6%, or $18.4 mil., to $232.9 mil. going to the foods programs, an HHS budget summary document says. The majority of the overall budget increase is from user fees. FDA funds from direct appropriations would drop by $800,000 to $883.6 mil. in 1996. The overall budget contains $141.6 mil. in various fees, a 55.8% increase from $90.9 mil. in fiscal 1995. Also, the number of full-time equivalent positions at the agency will grow by 82 to a total of 9,592 in 1996, from the current year ceiling of 9,510. Staffing of non-user fee supported activities will drop by about 4%, but FDA will be able to absorb the decreases due to "initiatives to streamline agency operations," it says...
