Regulatory Transition Act of 1995: Senate Governmental Affairs Committee Chairman William Roth's (R-DE) substitute to S 219, which would place a moratorium on all federal regulations retroactive to Nov. 9, was passed out of the Governmental Affairs Committee by a 6-5 party-line vote March 9. In a March 7 letter to ranking committee member John Glenn (D-OH), the Clinton Administration said retroactive application of S 219 "would take final rules already in effect, suspend them after enactment of the bill, and then reinstate them again, promoting uncertainty, confusion, and potential unfairness"...
