EPA VOC CONSUMER PRODUCTS PROPOSED RULE WILL BE ISSUED BY SEPTEMBER, the U.S. Environmental Protection Agency officials said. By March 1996, the agency expects to issue the final rule outlining national volatile organic compound limits for 24 consumer products, including hairsprays, hair mousses, hair styling gels, nail polish removers, shaving creams and underarm antiperspirants and deodorants.
