Subcommittee Chairman David McIntosh (R-IN) describes the bill as "the next wave in regulatory reform," in that it applies to existing regulations rather than new rules. Introduced by Reps. John Mica (R-FL) and Jim Chapman (D-TX), the bill would require agencies to review existing regs every seven years applying risk assessment and cost-benefit standards.
