Executive Summary
California VOCs: U.S. EPA approves California's state implementation plan (SIP) setting volatile organic compound limits for antiperspirants and deodorants, according to an announcement published in the Aug. 21 Federal Register. The antiperspirant/deodorant reg is the same one that was promulgated by the state in 1991, according to EPA staff ("The Rose Sheet" March 4, 1991, p. 6). The agency also approved the "new technology measures" SIP adopted by the state and submitted to the agency Nov. 15. The technology measure requires an 85% reduction of 1990 baseline figures for VOC emissions from consumer products by 2010.
