Executive Summary

New Jersey VOCs: State rule for the regulation of volatile organic compounds (VOCs) in consumer and commercial products goes into effect Dec. 2, the New Jersey Department of Environmental Protection (DEP) announced Nov. 1. The rule sets VOC limits for nine personal care product categories: hairspray (80% VOCs by weight); hair styling gel (6%); hair mousse (16%); nail polish remover (85%); shaving cream (5%); aerosol and non-aerosol antiperspirants (60% high VOC and 0% HVOC, respectively); and aerosol and non-aerosol deodorant (20% HVOC and 0% HVOC, respectively).
