CALIFORNIA VOC HAIRSPRAY CREDIT PROGRAM ADOPTED by the California Air Resource Board on Nov. 13. The voluntary program allows manufacturers that come into compliance early with the soon-to-be-completed volatile organic compound (VOC) reduction regulations, or that formulate products with lower VOC levels than those required by the reg, to earn hairspray emission reduction credits (HERCs). Once earned, HERCs can be "bought, sold, or traded by consumer product businesses for various uses," CARB explained.
