FDA FOODS BUDGET $6 MIL. DROP TO $198 MIL. IN FY 1999 (begins Oct. 1) could have a negative impact on the Office of Cosmetics & Colors based on data in President Clinton's proposed budget plan released Feb. 2. The President's estimate for the foods program, which includes cosmetics oversight, has earmarked $74 mil. for the Food Safety Initiative, a threefold increase from the FY 1998 allocation of $24 mil. Such a substantial sum focused on food safety leaves just over half of the foods budget for other activities within the program, which could lead to a significant cut in non-food safety initiatives, including those related to cosmetics.
