Due to a "consistent decrease" in the funding for the agency's Office of Cosmetics & Colors, a "critical mass of expertise is eroding" and will be "greatly reduced as people retire over the next three to four years," OC&C Director John Bailey, PhD, told the Independent Cosmetic Manufacturers & Distributors during a May 21 meeting to discuss congressional budget cuts. Over the past 10 years, "institutional knowledge through hiring and training researchers to succeed current FDA staff has not been maintained," the agency said. FDA additionally noted that the lack of funding has created difficulties in responding to consumer and company needs and requests.
