Executive Summary

OTC DRUG LABEL REFORM EXEMPTION FOR FIVE COSMETIC/DRUG CATEGORIES requested by the Cosmetic, Toiletry and Fragrance Association and the Nonprescription Drug Manufacturers Association in July 13 joint comments to FDA. The associations recommend exemptions specifically for sunscreens, antiperspirants/deodorants, skin protectants, antidandruff shampoos and antimicrobial soaps and washes. CTFA previously had urged that all cosmetic/drugs without dosage limitations be exempted from FDA's proposed new labeling requirements for OTC drugs ("The Tan Sheet" Oct. 13, 1997, p. 10).
