Executive Summary
National consumer products final rule for the reduction of volatile organic compounds implementation set for Dec. 10, the Environmental Protection Agency announced in the Sept. 8 Federal Register. The rule specifies VOC levels for seven personal care product categories: hair sprays (80%), hair mousses (16%), hair styling gels (6%), shaving creams (5%), nail polish removers (85%), underarm antiperspirants and deodorants (60% and 20% high volatile organic chemicals, respectively).
