Executive Summary
President Clinton signs FDA appropriations bill as part of $520 bil. omnibus package of eight spending bills Oct. 21. The Senate approved HR 4328 by 65-29 on the same day after the House passed the measure 333-95 on Oct. 20. As expected, the bill increases FDA's Office of Cosmetics & Colors' budget by $2.5 mil. The FDA appropriations bill was folded into the omnibus measure after Clinton vetoed the FDA/Agriculture appropriations bill Oct. 8 ("The Rose Sheet" Oct. 12, p. 9). Congress expects the agency to publish a proposed rule concerning the use of foreign marketing data in the review of new sunscreen active ingredients no later than June 1, 1999. FDA salaries and expenses totaled $1.10 bil
