The Cosmetic, Toiletry and Fragrance Association and the Chemical Specialty Manufacturers Association filed a notice of intent to initiate a citizens' lawsuit against the Environmental Protection Agency and the California Air Resources Board Oct. 26 to compel the organizations to revise California's State Implementation Plan (SIP) and reduce volatile organic compound emissions goals for consumer products.
