Executive Summary
FDA's Office of Cosmetics & Colors' approved $2.5 mil. in additional funding makes Sen. John McCain's (R-Ariz.) list of pork barrel spending items. The funds, which restored cosmetics spending to FY 1997 levels, were passed by President Clinton as part of the omnibus spending bill ("The Rose Sheet" Oct. 26, In Brief). McCain, who voted against the appropriations package, outlined five criteria he feels make an item "pork," including unauthorized appropriations and budget add-ons. The Republican admitted "some of these earmarked projects may well prove meritorious and deserving of the priority given too them." The Cosmetic, Toiletry and Fragrance Association plans to educate McCain on the necessity of the budget increase
