Executive Summary

FDA's "intent" is to "resume operation of the Voluntary Cosmetics Reporting Program early next year," Office of Cosmetics & Colors Director John Bailey, PhD, told panel members at the Cosmetic Ingredient Review meeting Dec. 3. CIR Director Alan Andersen asked the FDAer if the program would include concentration of use data. "It is certainly something that we would consider," Bailey responded. VCRP will be funded by reinstated congressional budget funding, which was appropriated by Congress following pressure from the Cosmetic, Toiletry and Fragrance Association ("The Rose Sheet" Nov. 9, p. 3). VCPR was cut in its entirety in August 1997 ("The Rose Sheet" Aug. 18, 1997, p. 1)
