Executive Summary
South Korean government changes cosmetics definition to follow European Union model. New labeling requirements and cosmetics review system under recently issued regulations are designed to open the country up to international trade. The changes come as a result of pressure from the European Cosmetic, Toiletry and Perfumery Association, which had complained to the European Commission about unfair trade barriers. Colipa alleged Korea violated import conformity procedures, used onerous administrative product tracking procedures and discriminated against foreign advertising, EC General Trade Directorate Head Allistair Stewart says. An investigation found Korea breached WTO regs on the first two counts, but did not violate advertising regulations. The new regs also include a category of cosmeceuticals for sunscreens, anti-aging products and skin whiteners
