Executive Summary
Parliament passes legislation Jan. 15 barring animal testing and marketing of most cosmetics tested on animals by 2009. Decision marked third reading of the Seventh Amendment to the Cosmetics Directive by Parliament and formal approval of conciliation agreement between Parliament and the Council of Ministers. Full Council approval is still pending. Industry groups have suggested the marketing ban could spark trade dispute and have considered it an early warning candidate for the World Trade Organization.
