The Modernization of Cosmetics Regulation Act overhauled how cosmetics are regulated at the federal level but left the door open for states to impose their own restrictions on ingredients, and state legislators are using that opening to push bills that go beyond the prohibitions laid out in MOCRA.

In a recent webinar, attorney Angela Deisch of Amin Wasserman Gurnani, LLP said the department has also not provided clarity on penalties under the law, which goes into effect 1 January.
