Executive Summary
CARB PROPOSED INVENTORY SURVEY "DUPLICATIVE" AND "BURDENSOME," CTFA, CSMA asserted at a Nov. 19 California Air Resource Board consumer products working group meeting in Sacramento, Calif. Responding to a directive issued at a July board hearing, CARB has drafted a large-scale consumer products inventory survey that would collect product formulations, volatile organic compound contents and related data for all consumer products across all categories. The Cosmetic, Toiletry and Fragrance Association and the Chemical Specialties Manufacturers Association argued that a survey of such broad scope is onerous to industry and unnecessary given the data CARB already has collected through past surveys.
