Executive Summary

Revamped VOC regulations for hair mousse and nail polish removers proposed by the California Air Resources Board are acceptable to the Cosmetic, Toiletry and Fragrance Association, the industry group said in response to a recently issued final draft of CARB's proposed regulations for consumer products. The proposed 5% VOC level for shave gels, which CTFA had argued could not be formulated, has been dropped from the list. Other VOC levels - 6% for hair mousses and 0% for nail polish removers - are unchanged from previous drafts, but the implementation dates have been pushed back from Dec. 31, 2002 to Dec. 31, 2004. The proposal will be presented to CARB's board Oct. 28
